As far as those last 30 seconds go, either something will happen that puts a stop to things, or the BBC has managed to pull off the biggest cover-up of all time.
The specials next year were supposed to be more for the new production crew then for Tennant. From what I have been reading, pretty much the entire production crew is changing for both Doctor Who and Torchwood next year. The specials are to allow time for the new crew to make the transition before jumping into a full blown series. Doctor Who will be getting (as of the latest report) five specials next year (Christmas, Easter, and three the following Christmas)with series five to follow in 2010, and Torchwood will be getting a five episode miniseries in 2009.
