Yeah. You can totally choose fandoms you don't qualify in to remix.
(And the neat thing? You can choose a story in a different fandom than what you signed up to remix, so for example if you signed up for PR and got me and found a Kamen Rider Double fic you wanted to remix, all that matters is that you're remixing one of my stories.)
