I'm not sure how different the iPod/iPhone port of FFII is compared to the original and subsequent handheld ports (my guess is, not very compared to the PSP port, minus the new touchscreen graphical commands), but if it's anything close, you just buy the tomes from the shop, go into the item section of your menu screen, select a tome, choose the character who would learn that specific spell, and voila, it's learned. Do NOT use the tomes in battle; that uses the spell against enemies without actually teaching it to any of your party members, which is a ridiculously expensive way of casting spells.
Glad you're enjoying it. :) It gets pretty hard (in fact, I'd call the first three games, and possibly 13, the hardest of all the Final Fantasies), but it's a fun ride, and the story's a lot better than FF1's, primarily because it HAS a story.
Here's a general tip though: the easiest way to level up your characters is actually to attack yourself.
