I don't think it's very unreasonable of me to assume Wataru, if forced to choose, would go after the quiet-ish ones who had some appreciation for the arts.

Taiga, on the other hand, I wasn't sure about, since I know little about his character canonically other than what I inferred from Igadevil's review of 32. I kind of assumed he would, on the one hand, take into consideration Wataru's wishes, but on the other, make sure he got paired with someone suitably "respectable" in terms of ability and achievement. I could be totally off track with that though.
